DETROIT (WJBK) -- We first told you about the new Wayne County Jail. Hundreds of millions of dollars and the cozy relations between contractors and Wayne County Executive Robert Ficano.

However, this tangled story goes deeper than brick and mortar. It goes right down to the dirt where the jail will be built.
